Board meetings
The Trust Board has overall responsibility for our performance and the way we deliver healthcare, manage our finances and improve services.
The Board is made up of executive and non-executive directors.
Executive directors are directly appointed by the Trust and includes the Chief Executive, Director of Finance and the Medical Director.
Non-executive directors are appointed for the skills and experience they can bring from outside the organisation. The board is led by a non-executive chair.
Meetings of the Trust Board are held in public via Microsoft Teams.
Phil Hall, Chair
Phil was appointed as Chair in April 2024.
He became a non-executive director at HRCH in 2017, and Deputy Chair in 2022. Appointed as an associate non-executive director at Kingston Hospital in 2023, he subsequently became Acting Chair in December 2023.
Phil’s experience of working in both community and hospital services means he is well placed to support the integration our services and support us to work more closely with our partners in primary and social care, mental health, and with voluntary sector services.
Outside of his NHS role, Phil offers consultancy advice and coaching support to senior managers in a range of organisations across the public and private sectors.
Phil has significant board-level and senior management experience within complex public sector organisations and has also served as Chair of the Independent Audit Committee for the Wiltshire Police and Crime Commissioner.
Prof. Durka Dougall, Deputy Chair
Durka Dougall (nee Sankararajah) has been working as a non-executive director across both our organisations since April 2023, and Acting Deputy Chair from January 2024.
She is a medical consultant and public health specialist who has been working in the NHS for over 25 years. She is the Chief Executive of the Centre for Population Health, the Chair of the national Health Creation Alliance, and an Honorary Professor in Public Health and Population Health supporting two global universities. She has been supporting the development of NHS Provider Trust and ICB Boards nationally for the last 10 years.
Durka is a nationally recognised health and care leader who has been involved in a variety of roles addressing population health and tackling health inequalities across the UK and beyond. She is passionate about transforming the approach of the health and care system in England so that it is more joined-up, equitable, effective in prevention as well as treatment, and focussed on enabling people to be healthy for as long as possible.
Damien Régent, Non-Executive Director and Deputy Chair
Damien joined the Trust in October 2019 and chairs the Audit Committee.
He works at board level with multiple organisations across sectors. His specific expertise is in finance and risk oversight. He is a financial analyst by background and spent a number of years as a credit and risk analyst in the financial services industry.
Damien has audit committee responsibilities on the board of several organisations. He chairs the audit committee at two large housing associations, Longhurst and Southern Housing.
Previously, he had similar responsibilities in various charities including MSF, the humanitarian medical aid organisation. He also sat on the board of high-growth internet businesses.
Zaheer Ahmad MBE, Associate Non-Executive Director
Zaheer Ahmad MBE was appointed in March 2023 as Associate NED with a focus on equality, diversity and inclusion.
Zaheer is Global Head of Diversity, Equity and Inclusion at multinational consumer healthcare company, Haleon. Prior to this, he held positions as Head of Strategic Delivery of Diversity and Inclusion at EY, where he chaired the business's Race Working Group, and Head of the Diversity Staff Support Association at the Home Office.
He is a highly decorated former police officer, serving in various departments including Uniform Policing, Force Intelligence Bureau, and CID. He is a former member of five National Police boards including the Ministerial Progression Board and National Equality, Diversity and Human Rights Board.
Dr Masood Ahmed, Associate Non-Executive Director
Dr Masood Ahmed was appointed in February 2023 as Associate NED with a focus on the Trusts’ digital agenda.
He is a respected and accomplished NHS leader with a strong focus on innovation, digital transformation, and leadership development.
With over two decades of experience in the healthcare industry, he currently serves as the Chief Clinical Information Officer and Deputy Chief Medical Officer for NHS Shropshire, Telford and Wrekin Integrated Care System, where he leads the digital clinical strategy.
Masood is deeply passionate about advancing the use of technology and innovation in healthcare and has a keen interest in systems leadership, EDI, digital health, and AI. Associate NEDs are non-voting members of the Board.
Debbie Alder, Senior Independent Director and Non-Executive Director
Debbie is currently Director General Corporate Transformation in the Department for Work and Pensions – a role she was appointed to in August 2023.
Before taking on this role, Debbie was Director General People, Capability and Place since 2020, having first joined the Executive Team in the Department for Work and Pensions as Director General of Human Resources in January 2014.
Debbie began her career in the private sector in HR, with 21 years of experience across retail, manufacturing and consultancy in the UK, Europe and North America. Starting in Marks and Spencer, she then moved to Ford Motor Company before working in consultancy.
Debbie joined the Civil Service in 2009 and has been Group HR Director for Defra and Group HR Director for Ministry of Justice.
She was invited to become a Chartered Companion of The Institute of Personnel and Development in 2019 having previously led the HR professional development across the Civil Service, chairing the Civil Service HR Capability Board for 5 years.
Debbie is a Steering Group member of the Movement to Work charity and has previously been a Trustee of the Whitehall and Industry Group.
Surinder Birdi, Non-Executive Director
Surinder Birdi is currently HR Director, Manufacturing and Employee Relations, Ford Britain – a role which he has held since April 2021.
He is an experienced leader who has held positions in automotive, public sector and regulated financial organisations bringing employee relations, talent management, organisational design, HR business partnering and diversity skills and experience.
Surinder also has board level experience in commercial and not-for-profit sectors and is currently a Director at Ford Halewood Transmissions Ltd and a Member of the Appointments Board of the Nursing and Midwifery Council.
Richard Guest, Non-Executive Director
Richard Guest was appointed in April 2023 as a non-executive director and chairs the Finance Committee.
He is a qualified accountant, and an experienced chief financial officer (CFO), management consultant and trustee with more than 20 years of experience working at board level, including being the chief financial officer of Royal Brompton & Harefield NHS Foundation Trust, being a partner and leading the NHS practice at EY (formerly Ernst & Young) and being a director at Monitor.
In addition to his NHS NED role, Richard is a trustee of the homeless and inclusion health charity Pathway, and he also works as a management consultant providing advice to the NHS.
Naz Jivani, Non-Executive Director
Naz was appointed as a clinical Non-Executive Director for quality and safety, in July 2024. Naz has been a GP since 1996 and has worked in the local area and South West London (SWL) region in a variety of roles, including Kingston Clinical Commissioning Group Chair, SWL Clinical Lead for Outpatients and Musculoskeletal Medicine and is currently Primary Care Clinical Lead for the SWL Diagnostic Programme.
Naz graduated at Liverpool University and has lived and worked in the Kingston area either side of his degree.
He has an interest in musculoskeletal medicine, having completed his masters in sports medicine at Nottingham University, and has recently completed training in aviation medicine.
Rosie Waskett, Associate Non-Executive Director
Rosie was appointed as an Associate Non-Executive Director in July 2024. Rosie joined the NHS as a student nurse more than 50 years ago and has since worked in a number of roles including as a health visitor, midwife, lecturer in public health studies, safeguarding adviser and school health team leader.
She has previously worked at Westminster Hospital and spent many years at Queen Charlotte's Hospital.
Rosie was appointed as the Nurse Board member of the Primary Care Group in Roehampton and Putney and during this time, converted her Registered Nurse diploma to an honour’s degree at Brunel University, completed the King’s Fund Senior Leaders Experiential Learning programme and later undertook a master’s degree in Health Care Leadership with Tyne Tees University.
Rosie joined Hammersmith and Fulham as a Community Nurse Leader in 2001 and was also appointed as Nurse Board member of the Primary Care Trust. Rosie progressed to be Associate Director for Children and Families for Hammersmith and Fulham, and later Associate Director of all clinical services.
She was subsequently appointed as the Associate Director of Quality in Barnet, and later as the Divisional Director of Nursing and Therapies for the Southwest Division within Central London Community Trust (CLCH).
Rosie is honoured to have also been awarded the title of ‘Queen’s Nurse’ by the Queen’s Nursing Institute. Rosie retired from full time work at CLCH in March 2022, and is now a part time Director of Nursing and works clinically when able.
Jo Farrar, Chief Executive
Jo became Chief Executive at Kingston Hospital NHS Foundation Trust in 2019, and was subsequently appointed as Chief Executive at HRCH in 2021. Before that Jo was Director of Finance at Kingston Hospital since 2015.
Jo who was listed in the Health Service Journal Top 50 NHS Trust Chief Executives last year, is also the NHS executive lead for the boroughs of Kingston and Richmond, within the SWL Integrated Care Partnership.
A qualified accountant, Jo has held a number of board level roles in the NHS including at the Homerton University NHS Foundation Trust, Oxford Radcliffe Hospitals NHS Foundation Trust, NHS London’s Provider Agency and he was also Head of Compliance at Monitor, having spent the first 12 years of his career at KPMG.
Tracey Moore, Chief Operating Officer - acute
Tracey was appointed Chief Operating Officer for Kingston Hospital in 2022, having previously been the deputy Chief Operating Officer. Tracey has over 35 years of experience as an operational leader in the NHS.
Before joining Kingston Hospital in 1991, Tracey worked in a general managerial capacity in a number of tertiary hospitals in London including St. George’s University Hospital NHS Foundation Trust and what was Guy’s Hospital.
In a long career at Kingston Hospital, Tracey has led multidisciplinary teams in the delivery of service improvement projects, capital developments and achievement of key national performance targets.
As Chief Operating Officer, Tracey leads the two clinical divisions of unplanned and planned care and works closely with colleagues in the local authorities, community Trusts and other acute Trusts in London.
Anne Stratton, Chief Operating Officer - community
Anne was appointed Director of Clinical Services in October 2016. She was formerly associate director for adult services at the trust.
Anne has over 29 years of experience in adult and children’s services. She has worked within the acute sector, commissioning sector and community sectors in Birmingham, Kent, Sheffield and London.
Anne started her career as an administrative assistant and has held several senior general management and service improvement roles.
Nic Kane, Chief Nurse
Nic is Chief Nurse across HRCH and Kingston Hospital, and is also the Lead Nurse for cancer care in South West London.
Nic is an experienced senior nurse with extensive clinical, leadership, and operational experience. Within her portfolio at Kingston Hospital, she has been responsible for cancer performance, safeguarding adults, quality and governance, patient experience, health and wellbeing including chaplaincy, practice development, safe staffing, volunteering, dementia and end of life care. She led on the roll out of the COVID vaccination programme, lateral flow and staff COVID testing.
She has worked in a variety of nursing leadership roles in NHS trusts, including Barts Health NHS Trust and The Royal Marsden Hospital NHS Trust.
Nic is Kingston’s clinical representative for the cancer vanguard working across SW and NW London, and she led a collaborative project with NHSE which led to introduction of the faster cancer diagnosis pilot.
She is also the Baby Friendly Guardian (as part of the UNICEF Baby Friendly Initiative) at Kingston Hospital, is the Board Maternity Safety Champion, and is the Domestic Abuse and Violence Lead for Kingston Hospital and HRCH.
Bill Oldfield, Chief Medical Officer
Bill read Pharmacology and subsequently Human and Applied Physiology at King’s College, London, before studying Medicine at St. George’s Hospital Medical School.
Following qualification, he trained in General and Respiratory Medicine in North-West London and undertook a dedicated period of research at the National Heart and Lung Institute leading to the award of a PhD Degree.
He was appointed as a Consultant in Respiratory Medicine to St. Mary’s and Royal Brompton Hospitals in 2003 with a special interest in High Dependency Medicine.
He subsequently held several clinical managerial positions at Imperial College Healthcare NHS Trust including Chief of Service, Deputy Medical Director, and Interim Medical Director before moving to University Hospitals Bristol as Medical Director in 2018.
He returned to London in 2021 as Medical Director at Kingston Hospital and was appointed as Chief Medical Officer to Hounslow and Richmond Community Healthcare NHS Trust and Kingston Hospital Foundation Trust in 2022.
Yarlini Roberts, Chief Finance Officer
Yarlini joined Kingston Hospital in November 2019 and brings 26 years of experience in the NHS after qualifying as a chartered certified accountant and a number of years in accounting practice.
She has held several senior roles in NHS provider and commissioning organisations in South London, including Director of Financial Strategy for the SWL CCG.
Yarlini worked as Director of Finance for Kingston and Richmond CCGs and has also supported a major mental health consultation in south west London in 2014 as finance lead.
Rachel Stanfield, Chief People Officer
Rachel took up post as Chief People Officer in January 2024. Prior to that she spent four years at Oxford University Hospitals NHS Foundation Trust, where she was Director of Workforce and Deputy Chief People Officer and subsequently a voting member of the Board as Joint and Acting Chief People Officer.
She has previously held a series of senior people leadership roles, including Deputy Director of People and OD.
Rachel has over 25 years healthcare experience. She has worked in a range of operational management, project and leadership roles as well as provided strategic consultancy at Board level and internationally.
Rachel has won multiple national awards for her work in areas including HR innovation, people strategy, and partnership working. She is a Fellow of the Chartered Institute of Personnel and Development (CIPD) and a qualified ILM Level 7 Executive Coach.
Tara Ferguson-Jones, Director of Communications and Engagement
Tara is Director of Communications and Engagement for Kingston and Richmond NHS Foundation Trust.
Tara is also part of the South West London Integrated Care Board (ICB) communications and engagement team, where she is the lead for the Kingston and Richmond ‘places.’
Tara has more than 20 years of experience in a variety of communication leadership roles in local government and NHS organisations including Imperial College Healthcare NHS Trust and West London NHS Trust.
Recently, Tara has added leading on the communications and marketing for the South West London Recruitment Hub to her portfolio.
